Disabled Parking Scam Artists

I was walking down to Wenworth Park grounds for my Engineering Enterprise exam when I noticed that every second car that I was walking past had a disability card displayed on the dashboard. Are these people legitimately disabled or are they simply taking advantage of the free parking that such cards offer? I think these scam artists are simply taking advantage of the free parking. You know why? Because I was walking by a TAFE college. Full of "frugal" students.
